Hi-
I think such a petition should explain the reasoning by which we know that the industry is a threat, such as Team Themis, plus the broader issues of firms developing dangerous capabilities. Feel free to use the echelon2.org wiki, and especially the last several paragraphs of the Romas/COIN report, and let me know how else I can help.

I was wanting to get a petition started related to MetalGear and in specifically the Chamberleaks angle, I know you and others have a focus on our government's role in the Arab world but I believe focusing in on the domestic issue, just as it is the only thing the congressional investigation seemed to focus on, has about the only chance of getting any mainstream support. Let me know your thoughts on the basic material to cover in the petition.
