Thanks for calling back last night. I'm cc'ing my mom on this since she knows a bit more about the specifics. And here's an account she wrote of what the problem has been in terms of renewing at a Solace counseling center:

Hi Sharon,
You were so helpful to us last summer and we have another question needing assistance? My son received a letter last week from Value Options stating that he needed to do his annual update for coverage renewal. We went this morning to Dallas Metrocare with his documents but the caseworker there (Mr. Wiggins) said that since he is not being treated by a Metrocare doctor that they cannot do the renewal there and that he thought Barrett should do his renewal online. His two doctors that he is seeing, Noor Gajraj, M.D. and Al Nazempoor, PhD. -- both of whom who were referred by Northstar as "in network" and who are being reimbursed properly for his visits -- told us that they do not handle that function. We just came home and called the Northstar customer service number, and the young woman told us that he cannot do a renewal online but should go to Metrocare Dallas to renew enrollment --which is where we were turned away today! We tried to explain and asked to speak to a supervisor but were told we could not. We don't want this coverage to lapse -- do you have any info for us as to  where he should go to get this update done?

Hi Karen,
You must have called since the last time I was in the office on Tuesday.  I'm glad you e-mailed.

If your son has no mental health coverage, as long as his income is less than 200% of the Federal Poverty Level (about $21,600 a year), he would be eligible for NorthSTAR, which is the public sector mental health program for Dallas, Collin, Ellis, Hunt, Kaufman, Rockwall, and Navarro counties.  It would allow him to get services and medications at no cost.

Let me know what part of town he lives in and I'll let you know the providers closest to him and how he can contact them.  Any of them can get him enrolled in NorthSTAR.  He will need something from the insurance company (either his information that they send him that states that he has no mental health benefits or a statement from them stating that.  He can get that by calling the customer service number on his card).
He will also need to take in proof of residency in one of the NorthSTAR counties (his drivers' license or a letter addressed to him from a gov't agency or a utility bill addressed to him will do).  He'll also need proof of whatever income he does have (check stubs, a statement from his employer, etc.)
