I dont think it started as persona but as a rootkit software for breaking into computers.
There was HBGary and HBGary Federal where HBGary was the private side of the company and Federal worked for government agencies.
I think General Dynamics fronted them the money to create their software and HBGary would sell it to private firms for "observing" their clients and HB Federal would pitch it to government firms.
So HB learned about these back doors in public companies like twitter and facebook that allowed law enforcement to supply subpenas online and to look over people's records.
That used that knowledge to get a contract with the air force who was asking for  people emulator software so that they could spy on people by pretending to be old friends and shit.
Of course you could also use it to fake twitter revolutions in egypt...but shhhhh...no one talks about that :)

You mean hbgary like stuff? Yeah, they had early versions of that working as far back as 2000. Wasn't called persona then. I think it was a part of vicsim and the backstop software.
I worked for Texas Instruments and Raytheon for 7 years.
Never worked directly for the CIA or NSA or anything like that though.
