I initially misread COIN as counter intel and assumed it was domestic. I found much mention of it being counter insurgency. The tone of my initial assessment could have been seen as paranoid due to this small misstep.

The diagram of Magpii is interesting - I interpreted that to be a domestic spying operation, but you've found an indication that it's to be used internationally. That's interesting - how much loc info is there in phones in the ME?

Also, I'm confused about your stance because the documents you gave me from your team and which you seem to have given Congress actually take it for granted that it's counter-intelligence and repeatedly say so.

I know, we've been looking into Lutti for a while and I'm aware of all the backstabbing and whatnot but the purpose of this is to assess the program. I've got documents filled with other implications and notes on things like UNO and whatnot but those will have to go into other articles.

Break that next to last into at least three pieces. I strongly disagree with the COIN interpretation you picked.

COINTELPRO is strongly indicated here, but do not say MKULTRA as it makes you look like a paranoid.

There is not so much that is wrong in here, but keep reading, because you miss implications, story lines.

William Luti, Tom Conroy, disloyalty to NG, where they ended up when they left, the timing of them leaving, and Luti's history - there's a story in that, if you can tease it out.
