This should assist you greatly. as of now it is not nailed under the CELA. The key would be to get this started up in a company offshore (maybe in Iceland) where it is not subject to CELA. Widespread use would completely demolish the effectiveness of any widespread data mining plus wiretapping on the cell phone front (obviously coupled with careful internet use)...
