By the signed agreement,the two banks have accepted to service and to pay the debt to all foreigners that are owed by African Governments and it's people with any choice of payment by each beneficiary.The Joint American-British fact finding mission accused African Governments and it's people for being responsible of human rights abuses,fraud and violations in the hands of foreigners that are owed by African countries.They observed African governments failure to protect the human rights

The Joint American-British fact finding mission said that clean-up processes in the African countries frequently fail to meet any expert understanding of good practice, with workforce negligently allowing unqualified and corrupt staff to handle debt payment, resulting in ongoing contamination of recruited corrupt staff and they are failing in that duty as it seems all African people are fraudulent.The group noted African countries continue to directly harm human rights through its failure to adequately prevent and mitigate pollution and damage in the debt payment of other citizens.The Joint American-British fact finding mission desperately wants to see an end for African countries to pay their debt to other citizens of the world that they are owing and to end the payment conflict and impunity for abuses of the human rights ends and payment to victims.
