JUst simply from what youre outlining, with a sub-network somewhat running things, it sounds like you would be interested in setting up an instance of the http://code.google.com/p/pirate-politics/ project, created by former American Pirate Party members as a foundation for internet based activism. Its got a system for submitting, voting, and commenting on ideas, and sounds like sjut what you might need.
