On a related note, word on the street is that the Egyptian government is only censoring DNS - the system that translates names like google.com into the IP addresses that computers actually use to identify each other on the Internet.  So one big solution is to offer people a public dns (or why not just use Google's? 8.8.8.8 and 8.8.4.4), and give them instructions on how to change their internet settings accordingly.  Another is to give them the IP address for big sites like Twitter and Facebook, or IRC.
