Barrett Brown here; you were kind enough to offer your expertise to Project PM a few months back and I wanted to see if you'd be willing to talk to our programmers about perhaps assisting with the software if you think you might have a bit of spare time in the coming weeks, or even just taking a look at what we're doing and perhaps making any suggestions. I've cc'd Tim Ellis, Sundeep Gottipati, and Campbell Vertesi on this, as they're respectively in charge of various technical aspects of our project. If this works for you, simply reply to all and Tim will get your info regarding what sort of languages you work with and all of that. I'm currently trying to compose an EP and get funding for a free software venture while holding down a full time job right now :) Your project, if it does what you hope, would be so important that I'm willing to siphon a bit of time your way to make sure blockers get removed quickly.

Well, I've never set one up personally, but basically take one web server, stir in one off-the-shelf bit of wiki software, add water. Mediawiki is the most popular as I understand it, there may be better or easier options depending on requirements. If you gave me ssh/scp access to a server I could certainly set a wiki up, though if anyone else is saying they've done it before I imagine they would be quicker at it than me.
