I quickly glanced over the proposed bill, I think. Tim, if you are familiar with it, then can you provide some information? First, other than the requirements what are the differences between this and the preceding bill? Second, am I correct that the focus is on renewable energy rather than wind energy specifically? I have no idea what forms of renewable energy are most likely to result in meeting the proposed minimums, but other than wind the bill includes solar, bio-mass, etc. Third, how does it work with the waiver? For example, the bill seems to indicate that utilities can request a waiver of the requirements to the extent that incremental costs to the retail customer increase over 4%. Finally, I'm not quite how fair this is to small utility companies that have no access to "renewable" sources and instead will have to pay a fee to their state in an amount dependent on their inability to meet the requirements.

Have I read this all correctly? (note: it was a cursory glance)
