Language evolves, just as, as you have pointed out to me, cultural entities in general evolve. Just the other day we were here discussing eggcorns, which are neologisms, neologisms being a well-recognized feature in the evolution of language. Refudiate is plainly such a neologism, putting Sarah in the good company of Martin Peretz. Whatever Mrs. Palin's own view of evolution, she is here practicing it herself, with charming results. See incidentally: http://eggcorns.lascribe.net/forum/viewtopic.php?pid=9343 , which leaves open the possibility that this is artfulness, not error, but in this case I kinda doubt it.
Reminds me of a late friend who spontaneously improved our language, moving earth with a bullnoser, hearing a heliwopter fly above---my favorite was the not fully formed inhabitant of a womb: a feetless.
