I know someone who I think has some grant-getting experience, I don't know whether she will be willing to help me, but I will ask her about how to prepare a proposal -- I have not stumbled across anything on the net which would suggest to me that someone else is doing anything like what you are advocating, so it seems to me it ought to have some appeal to a foundation.
