In the interim, I have a workaround that seems to solve it in every case.
- Schedule two posts - one right after the other
- allow both scheduled times to pass
- the first Post will miss the schedule (and show with a status of "Missed Schedule" in their Manage Posts area)
- The second, and every subsequent scheduled post, will work as designed
- (once the second scheduled post is published on schedule, go back and manually publish the first post that "Missed schedule")
