In principle yes, but I think in practise it would be best just to take on odd small tasks if you have a skills shortage. I'm currently trying to compose an EP and get funding for a free software venture while holding down a full time job right now :) Your project, if it does what you hope, would be so important that I'm willing to siphon a bit of time your way to make sure blockers get removed quickly.

Mediawiki is the most popular as I understand it, there may be better or easier options depending on requirements. If you gave me ssh/scp access to a server I could certainly set a wiki up, though if anyone else is saying they've done it before I imagine they would be quicker at it than me.
