That's what I'm planning on doing with Daily Kos and MyDD and reddit and a few other sources, and I'm assuming it should be pretty easy to get good people to serve that function in most of the states pretty quickly and in smaller ones by and by. "Regional coordinators" should work as the title, I think. Gina Martin would be a good state representative for New York; might ask her about that if you e-mail her.
